In the current issue of Foreign Affairs, Selig Harrison explains how "the Bush administration" has been "seriously exaggerating the danger that Pyongyang is secretly making uranium-based nuclear weapons."
He speculates that "If it turns out that North Korea did not cheat after all, the prospects for a new denuclearization agreement would improve, because the Bush administration could no longer argue that Pyongyang is an inherently untrustworthy negotiating partner."
This week, North Korea declared that it has nuclear weapons.
They could be lying, of course. Still, I wouldn't want to be Harrison this week. He's gonna have a wee bit more trouble placing his next piece of foreign policy speculation...
