Cato Institute V.P. David Boaz has an excellent piece on Virginia's dubious legislative history when it comes to civil rights, most recently, with respect to gays.
The title is priceless: "Virginia Is for (Homoracial, Heterosexual, Mentally Adequate) Lovers."
